Restart at command prompt for XP?

Is there any setting or utility available that will simulate Win98-like
shutdown/startup options for XP. In particular, I would like to tell XP to
restart to a command prompt without having to hit F8 while my PC boots.

No. You could create a Windows 98 boot disk with the Help from
www.bootdisk.com. Make sure that your computer boots from the floppy
drive first and if you need to go into plain DOS, insert the disk and
restart the machine.
