response from meeting request from muser not invited

Hello,

In Outlook 2003 a user sends a meeting request but receives a response from
a user who is not one of the requested attendees?
 
I would say it's probably coming from one of the attendee's delegates. See
if the attendees have any delegates and if they are set to recieve meeting
requests sent to them also.
