response boxes premature closing

When I press alt-ctrl-del the processes box opens and then
immediately closes. The same thing happens when I try to
run msconfig. I thought maybe a key was stuck on my
keyboard, but the same thing happens with a different
keyboard? Any suggestions?

Additional info: boxes do not prematurely close when I am
