Yes - it is built into Window Vista.
Just search for speech recognition in the Help and Support
 
Vista has its own speech recognition program. Go to control panel and click
on the Speech recognition icon to set it up.

in vista goto ctrl alt del ... and choose the ease of access button on the
bottom left of the screen
everything is in there

Jason see the others posts about your question. They are valid but please
check your computers date and time settings. You are posting from the
future by two days.

In addition to other suggestions about speech recognition, bear in mind that
when you enable this, the PC will respond to voices.

So, if you have the TV or a radio on - results can be unpredictable.

Windows Speech Recognition (WSR) built into Vista has excellent command and
control of the computer as well as speech to text ability. Start by reading,
"Getting Started with Windowsâ„¢ Speech Recognition (WSR)" found at:

Finally, there is a WSRToolkit (free to people with verifiable disabilities)
