Hello,

How can I force rejection of a resource to be scheduled if
it already has been scheduled by someone else?

What version of Outlook are all your clients on?
Do you use the Exchange Server? If so, what version?

How is it currently being handled? (Calendar Public Folder,
Resource Mailbox, ...)

Exchange 2000, Outlook 2002. Currently setup as a
resource mailbox, is that the correct/best way?
 
Are you running "Event Scripts"? Or did you just
configure the account for auto booking?
 
Set them up for auto booking only.
