Resource Has Declined Your Meeting Because It Is Recurring error?

All,

I keep getting this message from outlook. However it is not a recurring
meeting and the resource is not set to reject recurring meetings. This is
happening on windows xp sp3 with office 2003 sp3 and vista sp1 with office
2007 sp1. I'm at a loss what to do.
