Resolving business partners host

We have an NT 4 domain with DNS running on the PDC. We
need to connect to a web server on a business partners
domain which we have a frame connection into. Do we create
a new zone for the partners domain? or just add entries
for the server appended with our dns name under the
existing zone?.
 
You should do nothing - it's your business partner's job to configure their domain for internet name resolution. Once they've done it, it will work for everyone. This applies to any domain available for everyone. For interconnected private networks, there may be specific issues - depending on what and how do you have connected.

business partner will not be making the DNS entry for
public resolution.

Contact your partners so they configure their DNS server to allow zone transfer for domain in question to one of your internal DNS servers. Then, create this zone as a secondary on this server - and you got name resolution working.

If you had Windows Server 2003, you could use conditional forwarding feature instead.
