Resizing images for attaching to emails

When selecting images for attachments on email messages
(in the "My Pictures" folder), I no longer get the wizard
that allows me to resize the pictures. How can I bring
this functionality back?
 
Click on Start, click on Run and type the following in the opening textbox:
REGSVR32 SHIMGVW.DLL
and press the Enter key.
Note that there is a space between ...32 and SHI...
