An easy, quick way to perform that task is to open Irfanview
http://www.irfanview.com/, then open an image of your choice, click on
'Edit' then 'Resize/Resample' and select from any number of the custom
re-size choices.

There's also the Resize tool found in XP's Power Toys, too.
