resize part of picture

I need a utility that will allow me to resize part of photo and make this
part new photo.

I'm trying with PhotoImpression. First I cropping and then resizing the
picture. The problem is that if I want to keep aspect ratio, I have to save
the result and than to resize. Are there any editing software where I can
select part of image and simultaneously to crop and resize the selecting
aria?
