I continue to get a message when systems starts that I do
not have paging set at 0. I go in and reset it either
manually or automatically and when I reboot I get the same
response. System will not accept command related
to "paging."

I had the same problem, and this is how I fix it
last week I was playing with the permissions/rights on the C drive on my PC, and I deleted "everyone" user from the users list
then I tried to run some ASP.NET applications and SQL server desktop engine, and nothing was working correctly
PLUS, when logging to ANY OTHER PC IN THE NETWORK (other than the one I changed permissions), I get those error message "Paging file ......"
If I login under different account, the PC works fine. It looks like my NT account got affected by the change I made, and I had to reset my NT account and reset the same rights I had before in order to get everything fine
hope this help

by the way, don't try to play or reset or increase the paging file as the error message say, because that will not help
I even got a brand new memories (before I reset my account), and didn't do any good
it's all permissions and rights problems
