Reseting Windows

I am tring to completly start again from stratch, with having to put new
users in and eveything.

please let me know, i have been searching on help and support.

i have got a Packard Bell Windows XP, i have tried everything, my dad used
to do it, but he forgot. he said that there is a thing to completly wipe
everything off, and you then have to install windows all again

Please help me asap
