Reset Folder Permissions

A user on my network was playing with the folder
permissions on a folder he created. Now he can't access
the folder to change the permissions. Neither can I when
logged on as administrator. How can I reset the folder
permissions so that he can access the data in the folder?

You must seize ownership of the folder before you
can change its permissions.
