In addition to Gary's suggestion, there are two additional work-arounds:
1. Start a new message, then copy/paste the text from the message in the
Sent Items folder.
2. Do a File, Save As of the message to an EML file (or drag-and-drop).
Open the EML file in Notepad. Add the line:
X-Unsent: 1
to the message header (after the DATE: line is a good spot). Save the file,
then double click the EML file from the Windows File Explorer. You can now
modify and send the message.
