Required permissions to add port/printer in Windows Server 2003

I want to let 10+ people add printers and ports in a clustered Windows
Server 2003 environment but I DON'T want them to be administrators of the
server.
Does any one know if that is possible?
Everything I tried and read states that administrator rights is necessary.

Thanks but it does not work. I get an error message saying: "The print
driver has not been installed. Cannot create a file when that already
exists"
It seems to be the last thing before it completes that fails compared doing
it with administrative rights.

Is this a file that is getting copied to system32?

What is the driver? If there is a language monitor associated with the
driver, it's best to install the driver on the nodes before installing on
the virtual machine. I also know that the first mode of troubleshooting
cluster print driver issues is to delete any 3rd party language monitors out
of the registry.

Actually I just solved the problem by one of the oldest tricks in the book -
searching the newsgroup :-)
I wasn't aware of the "prevent users from installing printers (disabled)"
policy.

BUT I do have a new problem now which is related to this. If I try to add a
new _driver_ to the cluster even as an administrator it fails. That is
adding a printer driver that is newer than the one originally supported in
Windows Server 2003.
"Unable to install hp LaserJet 2300 series.... Operation could not be
completed"
