Required permissions cannot be acquired

I have installed .net framework on win2000 but from any
applicatione ASPX i receive this error:

Description: An error occurred during the processing of a
configuration file required to service this request.
Please review the specific error details below and modify
your configuration file appropriately.

Parser Error Message: Required permissions cannot be
acquired.

Can anyone help me?
