Request comments on using Word 2002 to author and update a website

Our website is currently plain HTML with some javascript. I've been
learning that we should strongly consider the use of CSS. I am also
thinking (after talking to my web-guru 17-yr old son) that I should use PHP
to author the site.

Our concerns are browser compatibility and pages that won't bog down on
dial-up connections (which we use here in rural Nebraska).

I've visited the WORD MVP website many times and like it's look and feel. I
assume it was authored in Word.

My question for this group is: Can Word 2002 be used to accomplish the
above?
 
http://www.word.mvps.org is created in FrontPage. It was designed by a
professional Web page/template designer and is a very complex design (using
layout tables, I believe). I would second the recommendation that you use
CSS, but that's about as far as my knowledge goes, unfortunately.
