Sorry, I should have made my request clearer. I need to reduce the
file size of animated GIF's to be used on a web page (Reduced palette,
etc.).
 
suggest winzip or winRAR if they are for transfer or storage. best

Not really freeware, but Paint Shop Pro can reduce the number of used colors
to anything from 2 to 256. It is also accompanied by an animation programs,
which might come in useful if you are making animated GIFs.

Apart from that, have you tried using the PNG format? It is 100% free (is
GIF finally free, or are there still licensing issues?), it is an official
web standard (although Microsoft programmers will probably be reprimanded
the day IE gets PNG support equal to the current BMP support), it is a
non-lossy format with support for more than GIFs 256 colors, supports
transparency, and you may even find it compresses better than GIF.
