I have some jpg images of text pages.

I need to copy the text to clipboard (W98).

Need a no-install program for this. I have several, but can't get this
job done.

You will need an optical character recognition (OCR) program. There *is* no
text in your jpeg files, best you can do is copy the image or portion of it
without an OCR.

I have Wocar 2, it only opens TIFF, I used Irfan to convert jpg to Tiff,
Wocar didn't like that tiff.

An OCR utility that can read jpg files?

Not exactly...jpg, tif, gif, bmp etcetera are *IMAGES*. Pictures. As is
any scanned image. Simply put, an OCR program scans those images and
converts the images of letters to text.

As far as *which* OCR program you need, Google.
