Reports with "Can Expand" = Yes

I have a report where some fields have "can expand" set to
true. Not all the fields have a need to expand. The result
is a report that looks "bumpy". On a row where the field
is expanded the bottom border for that field expands and
it is out of line with the other bottom borders for that
row.

Is there a way to set the bottom borders so they are at
the same level as the maximum bottom border for that row?

I know, I know, some people don't have enough to do.
