A Report is just a way to pull data out of tables and put it onto paper (or a screen image of what the paper would look like). Do you want the users to see the *results of the report*? Or to be able to view the actual Access Report object? I.e. will the users be able to specify criteria to choose which records from the table will be displayed on the report?
