I need to know how to report a hijacker taking my license code for Windows
when I installed it. After I entered the code, the only opition I had for
using it was "on the computer only," or something like that. I know that the
hijacker took the code, and I am afraid I won't be able to use my legitimate
license.

If you feel someone stole something from you,
then contact your local law enforcement agency.

"On this computer only"
Sure sounds like you installed an OEM version of Windows, and that is
exactly what you get: one license which is forever tied to THAT computer (or
to whatever "qualifying hardware" you used to purchase the OEM version of
Windows).
