I am working with a report that has columns when
printing. How can I make the header or the footer print
across the entire page and not just above or below the
column? thanks!

Which header?
Report and Page Headers can span the width of a multi-column report.
A Group Header/Footer cannot.

If you need help with the Report or Page Header spanning the width of
the report, post back
 
I have this set up as a Page Footer but it still does not

Let's assume you wish 3 columns, and a Page Footer that extends across
the columns.
Make the report width as wide as you need for the header or footer
(let's say 7 inches).

Then go to
File + Page SetUp + Columns
Set the Number of Columns to 3.
UnCheck the Column Size 'Same as Detail' check box.
Write the width of the column in the Column width box (i.e. 2.0")

Set the column Layout to either Across then Down, or Down then Across.
Save the changes.

If you wish a page footer label to be directly under each column,
repeat the label, 3 times in the footer:

[Expenses] [Expenses] [Expenses]

Run the report.
Re-size the column and/or realign the Footer labels as needed.
