Report Footer Forces an Unwanted New Page

I have a small box in the footer of my report that displays some summary
information. I'd like to have that box appear immediately after the last
detail on the report, but it forces a new page instead. That would make
sense to me if there wasn't enough for the footer, but there's TONS....

Strangely enough, this occasionally works properly, depending on how much
data is in the report, I suppose. But right now there's PLENTY of room for
this section to appear, but it's still forcing the new page. Is there
something I'm missing?

I've checked the ForceNewPage and NewRowOrCol properties for the footer -
they're both set to none. KeepTogether is set to No for the footer, too.
I've wondered if maybe the sorting/grouping for the rest of the report might
have something to do with it - I have it configured to give me two grouping
sections, which each have KeepTogether set to "With First Detail."

Anyways, I've had this happen often enough, and still haven't been able to
figure out any rhyme or reason to it, I was hoping someone here might be able
to help out. Many thanks in advance!!!
 
This may sound to simple, but check the page margins, maybe the summary
section is long enough not to fit within the same page,
