Report adding extra page

I have a report with a multi-column subreport. It works great, however, it
is creating an extra page at the end of every overall report.

Here is some setting I have:

The report has two grouping
Group 1 is the OrderNumber, no header, footer has "page = 1" in the On
Format Event (this resets the report to Page 1 on each new order)
Group 2 is the OrderLineItem, header has all order and line item info,
footer has page number, no events
Detail has multi-column subreport

"extra page", as in "blank extra page", or as in "duplicate extra page"?

Do you have the "Force new page" property set for any of the sections in
either the main or sub report?
 
I shoul dhave been more specific:

The extra page is a blank new page
Gourp 1 has "force new page" on the footer
