Replying in OUTLOOK: plain text underlining

I have just noticed that whenever I reply to an email that has been sent in
plain text that the message comes up in the reply window underlined, and
that my reply receives the underlining also. This is annoying.

I also notice that all the formatting options, etc., at the top are not
highlighted in the reply window.

What is happening here?

I know that in the reply window I can select HTML and then remove the
underlining option, but to me this seems like it shouldn't be necessary.

In Tools>Options>Mail Format, I have selected HTML as my mail compose
option.

In Tools\options\mail\send, is the reply to messages in same format check?

You are using Outlook. I do not know if the info refers to Outlook. If no
one else offers help here, you can try:
news://msnews.microsoft.com/microsoft.public.outlook.general
