Reply font color not consistant

outlook 2007
XP pro sp3

When replying to some recipients the font color is black and to others
it is blue(default). It is always the same color to the same recipient.
Does Outlook get it's directions from the email that it is replying to?
I would like my reply to be blue all the time if possible.

Yes they are black text plain text format, that wasn't the question. I
have my replies set to html and blue. Are my replies formatted in the
format of the original sender or is there a way to force it to always be
blue?

Replies are ALWAYS in the format of the original message and apart from you
changing the format manually, there's no way to change that.
