Replication happens, but partially?

The situation is 3 sites per sites and services. A DC exists in each. When
I changed a domain admin's account in one (the main) site, I was able to log
into terminal services on both of the satellite's sites (a branch office)
domain controller. So this tells me the password was replicated. But when
I added a new user to the first site, it only replicated to one satellite.
Likewise, when I added a user to this suspect satellite office, it never
replicated back to the other 2 sites. Neither did it when I disabled a user
account at that remote site.

Any ideas?

This could be any number of things from network connectivity, site
replication schedules (although probably not since you disabled an account
which should trigger immeadiate), dns, or anything in between.
Has that one remote site been working properly for some time and is now not,
or has it ever worked properly?
Dns resolution working ok and it can ping the domain name and other dc's by
dns ok?
If good/decent bandwidth, can you move it into one of the other sites,
re-associate its subnet with that new site, and see if it then starts
working (might need to be done on two dc's since the change on the one
remote one won't replicate to the others)
Really need to look in the event logs to see what errors are being reported,
and what the results of "dcdiag /v" and "netdiag /v" report. Those should
point in a more specific direction to start troubleshooting.

Thanks David, I ended up manually creating a connection in ADS&S and
replication picked up as expected.
Turned out to be simple.
