replacing hard drive

If I replace my hard drive can I copy both partitions as
I use a dual boot with Win 98 and Win XP on C: and D:
respectively, to the new drive and will this have to be
reactivated?

Yes, using software such as Norton Ghost, or potentially supplied by the
drive manufacturer.

Unless you have made several other hardware changes since last activation --
probably not.
