Replacing a single damaged module without complete reinstall

Is it possible to replace a single module without reinstalling the OS?

Everything functions OK except the Internet connection is down. Another
computer shares the connection successfully. No known changes have been
made, but several months ago my friend's Verizon connection failed. Any
related facts have faded from memory.

Does Windows provide a means of examining the installation for completeness
and replacing only the missing/damaged components?

Describe the problem in detail and then we'll likely have the solution. Does
your PC get an IP address at all? Is it a 169.x address?
