I recall being able to go to "Add/Remove Programs" through Control Panel and
having the option of removing or reparing IE. IE does not show up in
Add/Remove Programs". Do I have to reinstall IE manually?

See http://support.microsoft.com/?kbid=318378
"How to Reinstall or Repair Internet Explorer and Outlook Express in Windows
XP".
You will need to uninstall WinXP SP2 from Control Panel -> Add/Remove
Programs and then reinstall Service Pack 2.
http://support.microsoft.com/KB/875350
"How to remove Windows XP Service Pack 2 from your computer".
That's the method to reinstall IE/OE in WinXP SP2.

Repairing IE seldom fixes problems. What problem makes you think you need
to repair IE?
