Repair of W2k-SP4 with CD w/o SP4?

I installed W2K on a HDD and then upgrated to SP4.
My question is:
When the OS developed some problem and requires repair, can the original
CD (w/o SP4) be used to repair the OS+SV4 on the disk?
 
That's the only way. You can't do a repair install with integrated media.

Be sure to apply SP4 and these two below to your repair install before
connecting to any network. Internet included. (sasser, msblast)

Yes, you can use the installation media with a different Service Pack
level. A Windows 2000 In-Place upgrade will roll back the service pack
to the version on the installation media, you will have to reapply SP4
after the procedure. The suggestion by DL to slipstream the Service
Pack is a good idea, saves time when doing repairs or installations.

I considered to make a slipstream CD as DL suggested. I used the method
described by www.eldergreek.com. The first two steps were easy. But I
don't have ISO Buster and, if I want to buy, it wll cost me $30+S&H. Is
there any other way to extract Microsoft Corporation.img from CD even if
it will take some work?

Under the circumstances where Windows (2000 Pro) cannot get up, there is
nothing I can do using the OS itself.
Anyway, it is predictable that the customers who bought Win2K and
thereafter upgraded to SP4 will eventually develope a problem and need
to repair the system. I wish the SP4 package(CD version) included a
feature for repair the upgraded system. (I had downloaded full version
of SP4 that does not involve internet.)

Thanks a lot for the good lead.
I downloaded the BBIE10.zip and unzipped to obtain bbie.exe file.
Then copied it to C:\. From Command Prompt I executed it by typing
C:\bbie E:
What I got is a file named image1.bin in the root directly. But, in
order to burn bootable slipstream CD (with Nero), the image file must be
Microsoft Corporation.img. Right? So I am confused and need your help
again. Could you tell me where I did wrong?

All went well and I got a working bootable CD with integrated SP4.
