Probably best to first downshift to a single Primary DNS,
if you are using AD Integrated.

Add the new IP subnets to AD Sites and Services and make
sure all servers are in the right zone.

Change all the addresses, plus DNS server & WINS server
settings on each client, as well as any DHCP configuration.

Make sure all the DNS zones have the correct NS records for
both the same zone and any delegation.

Make sure all DNS servers reference the correct (new) addresses
for pulling the zones, WINS integration (if any), and forwarding if
that changes.
Make sure all WINS servers can replicate (reset partnerships)
Re-register DCs in DNS by restarting the NetLogon service:
net stop netlogon
net start netlogon (or reboot)
Re-register or reboot the DNS clients with "ipconfig /registerDNS"
Re-register or reboot the WINS clients with "NbtStat -RR"

Maybe I forgot something????
