Install and use (Personal) Firewall. Any firewall you feel comfortable with
will do. There are few pretty good ones out there that are free (e.g.
Sygate, ZoneAlarm, Tiny)...
Also to protect your PC, install and use Antivirus. Don't forget to update
it at least once a week. And to keep your PC healthy, update it regularly.

the only way why someone can shutdown your machine remotely
are.
he or she could be a member of the administrators group on
your machine or he know your password or its your system
administrator is doing the remote shutdown.
to prevent this change your password and remove
domain/admins on your administrators group..
