Changing the name will not affect permissions. Once DNS/WINS gets updated
you shouldn't have connection problems by NETBios name either. If you have
any clients with hard mappings those will have to be changed by script or
manaully. How much work this will cause iwll depend on how the machine is
accessed. Static mappings will cause you administrative effort.
