renaming cd-rom

I want to know how to change the name of my cd-rom. Can
anyoneone help? The name change needs to be reflected at
start up also.

From the description of what you want to change it sounds like the
"name" in the drive rom bios. I suppose you could "update" the drive ROM
with the manufacturers "rom update software" using a butchered bios file
but then the drive probably won't work any more. Either way this isn't a
Windows issue but a hardware issue that you should probably take up with
the manufacturer.
 
Start --> Settings --> Control Panel --> Administrative Tools --> Computer
Management --> Storage --> Disk Management.

Read the help before you mess around with "drive letters." If you're not sure
about what to do, buy a book, and read it. Windows Instant Reference by Jutta
VanSteen (Sybex 2000, ISBN 0-7821-2572-7) is a good one, but may be a too
terse in places for the average user.

BIOS doesn't deal in drive letters. It calls the first hard disk HD0, the
second HD1, etc. Unless told otherwise, W2K translates HD0 into C:, HD1 into
D:, etc. It does this during boot up. If you have more than one partition
("drive" or "volume") on a hard disk, then W2K follows certain rules in
assigning "drive letters" to those partitions. Since it's the operating
system (W2K in this case) that assigns drive letters, the OS can also be used
to change those assignments.

I've missed something here -- what do you mean by the "name" of the
CD-ROM????
 
During a restart, you see your display settings. I see my
dvd player then I see Atapi cd-rom: cd-rw 52x24-(ss) .The
atapi cd part is what I am trying to change. I need to
know how to do this.

See my answer referring you to the manufacturer. This has nothing to do
with the registry or the operating system.

During startup or restart, the BIOS displays what's connected if you have set
it display these things - you can set most BIOS to display a pretty picture
instead. BIOS needs to know what's what, and queries the connected devices.
OSs also query the connected devices during boot (usually when the device
drivers are loaded), and may be set to display what the devices tell about
themselves. Since this device information is built into the devices
themselves, you can't change it from the OS.

BTW, "ATAPI CD ROM" is the _type_ of device connected to that channel of the
controller. Some device will report the manufacturer name and model number.
If you don't see the mfr name and model number, you probably have a generic
unbranded device - even if there was a brand name on the box.

If by "changing the name" you mean the name as seen and reported by your
machine for identification purposes on a network for example, then that's a
different issue. I don't know much about networks, and can't help with this
one.
