Can I change the IP address of a DC ?

You cannot rename a domain controller in Windows 2000. If you have multiple
domain controllers then you could demote the DC that you want to rename,
rename it and promote it again. In a single DC environment you will not be
able to rename a DC without demoting it and losing all user accounts and
policies. You can rename a DC in Windows 2003.

In a single DC environment, I would recommend taking a
backup box, putting w2k server on it, running dcpromo,
xfer all fsmo rules to it, demote the original dc, rename
it, promote, xfer fsmo rules to it, demote backup and that
should do it. I've never had to do this but if I did this
would probably be the way I would do it.
