rename user accounts in system.mdw

I've searched all around, and I just can't find an answer to this: Is
there a way to rename the MS Access user accounts, which are stored in
the system.mdw file? Better yet, is there a utility out that does this?

No. The user must be deleted and a new user created to replace the original
with the new name. Of course, all security permissions of the original user
will be lost, so make sure that all users are granted security permissions
only through the groups they belong to, in order to keep maintenance to a
minimum.
