Can a subweb be renamed?

I did what the help file said to do. It said the file already exists. Is
this because there is already a folder in the root web with that name?

Thanks Tom,
even thought the one in the root is not a subweb? Cant have a folder and
subweb the same name I guess. Makes a little sense.

Even though one is a subweb, they are still "folders".
