how can i remove background music in a song so only the lyrics can be
played or vice-versa where only the music is playing with no voice.

No idea, perhaps with Audacity.

You can do this with Audacity. they have instructions in their Help menu.
Perhaps if you reverse the instructions you can remove background music,
but you must try.

The easier way to remove vocals is to use Sasami Multimedia Player to play
the song with the voice removal option and then record it with Audacity.
You can't tweak the removal settings, but I am quite content with the
results anyway.

Maybe a program that can cut sounds that are the frequency of voice?

CoolEdit 96 (which was shareware I think) had very impressive frequency
analysis capabilities, along with FFT filters that you could use to drop
out frequency components.
