I designed a site in Frontpage 2003, I started with a template for the
layout. I want to keep most of the layout elements, but add a watermark.
Because I used a template, Frontpage will not let me add my watermark.
How do I keep some elements of the template while adding my watermark?

What type of Template?
If you mean a Theme
Modify the Theme to add the "watermark" style:
Format | Theme | Modify | Text - select More Text Styles
Select the body tag and then Modify | Border | Shading and select
Repeat - select no-repeat
Attachment - select fixed
Vertical Position - select center
Horizontal Position - select center
OK|OK|OK|OK & Save As a new theme name
