Removing Standby form Shutdown Menu

I have a customer that wants the standby option removed from the shutdown
menu. I have looked at various websites that say you need to disable APM
but the PC's (dell gx270) we are using are ACPI therefore APM doesn't apply.
These are win2k sp4 machines in a non-domain environment.

Any information provided is greatly appreciated.

GPO but why are they not in aa domain? a local policy would lock you out..
What are they trying to accomplish??? What is to stop them from hitting the
power button?
