removing Search bar permanently

I am having a hard time trying to remove the search bar
that appears next to the address bar. This is a per user
setting, and i have tried all methods, but in vain
(Internet Options - Advanced tab, removing all search
engines run by freeware, etc).

Any help is greatly appreiciated.
