Hello:

I put my PC in safe mode, and opened the control panel.
I selected add/remove, and then selected Norton for removal.
XP said "I am in safe mode. I am exiting the Control Panel and will shut
down. Remove the program after the computer reboots."

This refusal to remove anything in Safe Mode seems a little strange.
Perhaps this is one more reason to avoid Symantec stuff.

So, why won't it remove NAV in safe mode?

I've run into other program which cannot be uninstalled in safe mode.
The flip side (installation) I've also found true.

You might wish to try a "clean boot", instead and see if uninstall works.

NAV runs with several services. You can't remove services in safe mode, and NAV
services can't be removed in normal mode while they are running. Temorarily
turn of all Norton services in normal mode and run the uninstall. It will
remove the NAV services, and the other Norton services (if you are running
other Norton programs) will turn back on the next time you restart.

Also, consider using SymNRT.exe, a small utility used for removal of
various Symantec products. Search for it on Symantec's web page.
