The only way you can really do this is copying the MSN Messenger folder from Program Files
and placing it in say your own My Documents (assuming we're talking about Windows profiles).
You'll also have to make some new shortcuts for Messenger as well.

Another thing that can be done is to use NTFS security to deny read and
execute access for the other accounts.
