There is a problem w/ FP2002 not closing td tags when you set Tools Pages Options Html Source to use Formatting Rules
The fix is to edit your registry per the below KB

| Are you sure, David? In my experience/recollection,
| FrontPage 98, 2000 and 2002 has always created improper
| table code in WYSIWYG (Normal) mode. It fails to close
| <TD> with </TD>. Is this not happening to ALL FP users?
|
| Free HTML tip: Make sure there is absolutely nothing
| between the end of the cell and the </TD> tag. Don't
| have line breaks, tabs, or even spaces in between. In
| some cases it may not matter, but in some
| layout/formatting with tables, it won't work any other
| way. It also won't work with no </TD> tag.
