removing deleting user completely from server

I want to remove some users that are no longer in our employ. I believe I
have found that deleting them from the active directory doesn't remove them
from Exchange.

What is the proper way to remove a user?

A way that will completely remove them from all facets of the system?

I try to run Cleanup agent and it won't open?

I am the system admin with complete permissions.
I am confused.
 
apologies, I found that the sequence is this:

1. delete the user in Active Directory.

2. run cleanup agent

3. when the red x appears over their mailbox - right click and "purge" will
be available. Click it and they are gone.

well... if you just delete the user object it will be tombstoned and
after the tombstone lifetime (60 days for fresh installs of w2k and
w2k3 AD, 180 days for fresh installs of w2k3 sp1 AD) it will be
completely removed from the AD db.

Have you delete user objects recently?
Have you restored a DC recently?

Check the event logs of the DCs to see what is reported.
Do you have Event ID 1388 or 1988 or Event ID 2042

It may be you are experiencing lingering objects....

this a separate
procedure?

With AD and Exchange 2000/2003 the mailbox is connected to the user
object as an attribute. When you delete the user object the mailbox
also gets disconnected. The mailbox is kept as long as the "Deleted
Mailbox Retention Period" which is specified on the LIMITS tab of each
exchange store. During the period you can reconnect the mailbox to
another user object if you want and for that to be possible the
cleanup agent must have run. After that periode the mailbox is removed
from the exchange store and thus you will not be able to recovering
without recovering the store. After you delete the user object you can
manually delete the mailbox by selecting it and purging it. Not
recommended as you might need access to the mailbox during the period.
