we have a folder on our w2k server which we want people to
be able to create files in and edit (append data to) files
but not delete any files unless they are an
administrator. Right now everyone can delete files in
that folder. How can we remove the ability to delete and
retain ability to append (modify the data in the file)?

With change or modify permissions. But you may run into problems
depending on the application. Many applications (including many
Microsoft applications), for example, don't actually append data to
files. They create a new file, delete the original, and then rename
the new one.

Remove delete permission and you may find your users not being able to
save files.
