Removing an UNWANTED pop-up search tool bar.

I have a tool bar that pops up under the address line. I
can right click on the bar and it is listed
as "Isoumchdrik". I can un check it and it goes away only
to come back again later. I have run a pop-up removal
program but this one keeps coming back. Any suggestions?
