Removing a DLL

I have a DLL file (ctrlpan.dll) that is listed (by my
symantec program) as a file containing a virus. Since the
the file is being "used", the virus program cannot clean
or quarantine it. My research has led me to conclude that
this file (ctrlpan.dll) entered my system via a webpage
connection.

How may I disengage the dll and delete it?
 
Try doing such in safe mode which disables all but bare minimum activity to run
the operating system. Also go to your virus vendor webpage to look for special
instructions [in any] on what to do by searching for the virus or even dll name.
For instance the Norton page is at http://www.sarc.com/ . Often searching Google
web AND groups will be very helpful as in " remove [or removing] ctrlpan.dll" .
